Formal, not commercial
The bids in question were frequently competitive. They were knocked out not because the price was wrong or the company incapable, but because something in the submission did not satisfy a formal requirement. In other words, the contract was winnable — and the loss was self-inflicted. That distinction matters, because self-inflicted losses are the only kind you can fully eliminate.
The recurring offenders
Across the dataset, the same handful of causes accounted for the overwhelming majority of exclusions:
- Missing or mismatched documents — a required declaration absent, or supplied against the wrong template.
- Technical non-compliance — a mandatory specification point not explicitly addressed in the technical proposal.
- Expired or inapplicable certificates — a qualification that lapsed, or that does not cover the scope demanded.
- Internal contradictions — figures or claims in one document that conflict with another in the same pack.
- Reference mismatches — past-performance evidence that does not map cleanly onto the stated selection criteria.
The data behind the pattern
The proportions shift by sector. In construction and works contracts, documentation and technical-compliance failures dominate almost entirely — the offers are complex, the document sets are long, and there are simply more places to slip. In supplies and trading sectors, price plays a larger role because the technical bar is lower and the packs are shorter. But across the board, the formal layer is where most bids are won or lost before the commercial comparison even begins.
Why it keeps happening
Bid preparation is a manual reconciliation task under deadline pressure: dozens of requirements scattered across a long document set, each needing a matching piece of evidence in exactly the right form. Humans miss things — not for lack of skill, but because the task is large, repetitive, and unforgiving. The exclusion rate is the predictable result of asking people to do, by hand and at midnight, something that is really a systematic cross-check.
A five-minute pre-submission check
Most exclusions would be caught by a disciplined final pass that asks four questions of every requirement in the tender:
- Is there a document in our pack that satisfies this requirement?
- Is it the right form, the current version, and still valid at the deadline?
- Does it actually say what the requirement demands — explicitly, not by implication?
- Does it contradict anything else we are submitting?
Do that consistently and the technicality losses largely disappear. The problem is that “consistently” is hard for a human team under pressure — which is exactly why it should be automated.
